What Makes This Different From Other PPWR Templates

  1. It covers the food contact regime too. PPWR governs the environmental performance of packaging. Regulation 1935/2004, 10/2011 and 2023/2006 govern what migrates out of it into food. Two separate laws, two separate declarations, and neither replaces the other. This kit carries both, including a NIAS risk assessment procedure, method, record and the Annex IV declaration of compliance template.
  2. It gets Article 7 right. The recycled content threshold applies to each plastic PART, per packaging type and format, calculated as an average per manufacturing plant and year. Parts below 5% of unit weight are exempt. Most material you will read says "per packaging unit" and it is wrong. The worked example shows a bottle that looks compliant at a 41.2% unit average and fails on its closure.
  3. It gets the dates right. The empty space ratio is 50% from 1 January 2030, not 40% from 2026. Grade C is phased out in 2038, not 2035. Products are not automatically banned on 12 August 2026: Article 62 requires the authority to ask you to correct first.
  4. Annex VII section N. The opening paragraph of Annex VII point 2 requires an analysis of the risks of non-conformity. It is not in the (a) to (f) list, so almost every file omits it. This kit has it as a section, with the six drift causes and the control that catches each one.
  5. Real records, not headings. Every procedure names the record it produces. Every register has example rows filled in so you can see the level of detail expected. Every checklist question names the evidence an auditor will ask to see.
  6. It covers PFAS restrictions. PFAS (per- and polyfluoroalkyl substances) are subject to restriction under PPWR Article 5 and Annex I. This kit includes a PFAS substance screening procedure, a restricted substance register, and a supplier declaration template requiring PFAS-free confirmation. When your market surveillance authority asks for evidence that intentionally added PFAS have been eliminated from your packaging, the record is already there.

If You Do Not Have a System

An inspector asks for the technical documentation for one packaging unit. Article 15(7) gives you 10 days from receipt of the request. If the file has to be assembled from four systems and two suppliers, you will not make it, and a file that cannot be produced is treated as a file that does not exist. Building this from scratch is 100+ hours of work, or a consultant's fee, and you still have to know which 2030 obligations to design for now.
